This program applies to:
- All Syracuse University employees and paid student employees
- Unpaid students when using University ladders under supervision
- All portable ladders: step ladders, extension ladders, single ladders, articulated/combination ladders, step stools, mobile ladder stands
- All fixed ladders permanently attached to structures or equipment
This program contains information on how to:
- Assign responsibilities for safe ladder use
- Establish safe work practices for all ladder types
- Ensure compliance with OSHA 29 CFR 1910.23, 1910.29, 1926 Subpart X, and ANSI A14 series standards
- Reduce risk of falls, injuries, and property damage
- Define training, inspection, and maintenance requirements
FLSS is the program owner and responsible for:
- Developing, maintaining, and updating this program
- Providing or coordinating training resources
- Conducting periodic compliance audits
- Investigating serious fall-related incidents
- Providing technical guidance on ladder selection
