Confined Space Training

Purpose

This program establishes comprehensive procedures to protect Syracuse University employees from hazards associated with entry into confined spaces. This program ensures compliance with New York State PESH regulations and OSHA standards 29 CFR 1910.146 (Permit-Required Confined Spaces) and 29 CFR 1926 Subpart AA (Confined Spaces in Construction).

This program applies to:

  • All Syracuse University employees who may enter, supervise entry, or work in or around confined spaces
  • All confined spaces on Syracuse University property
  • Facilities Management and utilities personnel who routinely work in confined spaces
  • Contractors must maintain their own compliant confined space programs

FLSS is the program owner and responsible for:

  • Developing, implementing, and maintaining the Confined Space Program
  • Conducting confined space evaluations and maintaining University-wide inventory
  • Providing technical guidance, oversight, and training
  • Maintaining atmospheric monitoring equipment calibration
  • Coordinating with Syracuse City Fire Department for rescue services
